A temporary dispensation has been applied to the ST0171 Property Maintenance Operative end-point assessment plan AP02/V1.0 for this apprenticeship.
The dispensation will last from 29/04/2019 and will run indefinitely until all apprentices registered to ST0171/AP02/V1.0 only, are complete. The dispensation may be withdrawn if the dispensation is no longer necessary.
End-point assessment organisations (EPAOs) delivering EPAs for the apprenticeship will implement the dispensation as required, supported, and monitored by the relevant EQA provider.
The key changes remain unchanged to the current dispensation and are:
• Amend to assessment method weightings:
Practical test: 50%
Interview underpinned by the portfolio: 20%
Knowledge test: 30% (with a pass score of 50%)
The portfolio is not assessed by the EPAO, it should be submitted 2 weeks prior to the interview taking place and it should not include self-reflections.
• Amend the requirement to assess knowledge and skills relating to water hygiene as follows:
from: maintain high levels of water hygiene within a building
to: understand the basic principles of water hygiene within a building.
• Amend the requirement to assess knowledge and skills relating to electrical systems as follows:
from: understand and maintain electrical distribution, safe repair of electrical installation to legal requirements, for example replacing damaged sockets, plugs, lighting and fuses
to: understand basic electrical distributions systems and how to recognise, isolate and report an actual fault.
As of 1 August 2022, the English and maths requirements for on-programme and new apprentices undertaking level 2 apprenticeships have changed and are detailed as part of the apprenticeship funding rules. These requirements supersede the current wording in this apprenticeship standard and EPA plan.

The primary role of a Property Maintenance Operative is to optimise property condition and quality and to ensure the building is kept in a safe working condition. Property Maintenance Operatives need to maintain a high level of quality, providing maximum satisfaction to customers, clients, guests and team. They will understand the mechanism of buildings including electrical, plumbing, plant, safety systems and equipment. They will provide first and immediate response to fault finding, whilst maximising quality and ensuring cost effectiveness. They will ensure prevention of major damage that could result in extensive costs and minimise reactive intervention.
Individual employers will set their selection criteria but the standard includes Maths and English understanding and functional application at Level 1, enabling apprentices to aspire to the next level. Employers will set the entry specification suitable for the correct level of the individual.
A Property Maintenance Operative will use their knowledge and understanding of basic carpentry, electrical, plumbing and decorating to;
The apprentice will be recognised by the British Institute of Facilities Management (BIFM) providing Associate Membership for the apprentice whilst studying. BIFM have confirmed resources and learning materials will be available for the apprentice to support them throughout their learning journey.
Completing this apprenticeship programme with its transferable skills will enable progression into roles such as a Technical Specialist e.g. Electrical or Plumbing and Supervisory and Management roles e.g. Facilities Management, across a wide range of sectors.
This standard will be reviewed every 2 years due to legislation and technology changes.
