The purpose of the Stakeholder Reference Panel is to help the Institute access a broad range of views and expertise about the impact of its work on apprenticeship quality and take-up through the involvement of a wide group of sector representatives. It will provide a forum for dialogue and engagement between the Institute and sector representatives, as well as providing insight to the Institute’s Board.

The Panel will have an advisory role and not be a decision-making forum. Feedback on discussions at Panel meetings will be provided to the Institute’s Board.
The Panel will either be chaired by the Chair of the Institute’s Board or the Chief Executive. Membership will include representatives from:
The secretariat for the Panel will be carried out by officials at the Institute.
The Panel will meet at least twice a year.
To encourage openness and the sharing of information Panel members are asked to abide by ‘Chatham House’ rules. This means Panel members are free to communicate information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, should be revealed.
